اگرچہ حکومت پاکستان نے دہشت گردی کی روک تھام کے لیے ماضی میں مختلف قوانین بنائے اور حالیہ دنوں میں سینیٹ میں انتہا پسندی کی روک تھام کا بل بھی سینیٹ میں پیش کیا گیا مگر اراکین کی شدید مخالفت پر اسے ڈراپ کر دیا گیا ہے۔ اس سے قبل دہشت گردی کی روک تھام کے لیے انسداد دہشت گردی قانون، نیکٹا اور منی لانڈرنگ ایکٹ مختلف حکومتوں نے اپنے ادوار میں بنائے مگر ان پر عمل درآمد میں پولیس سمیت قانون نافذ کرنے والے ادارے بظاہر ناکام نظر آتے ہیں اس کی ایک مثال ڈیرہ اسماعیل خان میں پچھلے پندرہ سالوں سے ریاست، مذہبی منافرت اور سماج دشمن جرائم اور مشکوک سرگرمیوں کے باعث بیس سے زائد ایف آئی آرز میں نامزد زبیر شاہین ولد عبدالستار نامی شخص ہے۔ شیڈول فور میں شامل یہ میٹرک پاس شخص صحافی لبادہ اوڑھے ہوئے ہے اور خود کو ایک ڈمی اخبار عوامی عدالت گولڈ سٹار کا چیف ایڈیٹر بتاتا ہے جبکہ پریس انفارمیشن ڈیپارٹمنٹ اور ریجنل انفارمیشن آفیسر ڈیرہ اسماعیل خان کے مطابق ایسا کوئی اخبار کبھی رجسٹرڈ ہی نہیں کیا گیا نہ ہی اس کی ڈیکلریشن لی گئی ہے۔ صرف یہی نہیں بلکہ یہ شیڈول فور مشتبہ شخص ڈی پی او ڈیرہ اسماعیل خان کے جاری کردہ اعلامیہ میں قبضہ مافیا کا سرغنہ بھی ڈکلیئر کیا گیا ہے۔ انسداد دہشت گردی، نیکٹا اور اینٹی منی لانڈرنگ ایکٹ کے تحت شیڈول فور اشخاص کا کسی بھی پبلک مقام، بس اڈوں، ریلوے اسٹیشنز، پبلک پارک، کم عمر بچوں کے سکولوں یا چائے کے ڈھابوں پر آمدورفت اور بیٹھنا ممنوع ہے اور ایسے اشخاص کی ایک تھانہ کی حدود سے دوسرے تھانہ کی حدود میں بغیر پیشگی قانونی اطلاع کے آمدورفت پر بھی پابندی ہے تاہم ڈیرہ اسماعیل خان کے شیڈول فور میں شامل پندرہ افراد میں سے ایک مشتبہ شخص زبیر شاہین ان قوانین سے ماوراء ہے اور پولیس سمیت کوئی بھی ادارہ اس کے کارروائی سے گریزاں ہے اور میڈیا کا لبادہ اوڑھے یہ شخص روزانہ کی بنیاد پر متعلقہ پولیس اسٹیشن کو بغیر اطلاع کیے تھانہ سٹی اور تھانہ کینٹ کی حدود میں آزادانہ آمدورفت جاری رکھے ہوئے ہے بلکہ ڈیرہ سے باہر جا کر دوسرے شہروں میں سیاسی جلسے جلوسوں کی کوریج کر رہا ہوتا ہے مگر روک ٹوک کرنے والا کوئی نہیں ہے مبینہ طور پر پولیس کے بعض ڈی ایس پی افسران اس کی پشت پناہی کر رہے ہیں۔
دامان ٹی وی رجسٹرڈ کے نام کے غیرقانونی استعمال پر اس وقت ایڈیشنل سیشن جج نمبر تین کی عدالت سے اس کے ناقابل ضمانت وارنٹ گرفتاری بھی جاری ہو چکے ہیں۔
یاد رہے حکومت پاکستان نے انسداد دہشت گردی اور اینٹی منی لانڈرنگ قوانین کے تحت شیڈول فور مشکوک افراد کے نہ صرف شناختی کارڈز ، پاسپورٹ اور بینک اکاؤنٹ فریز کر رکھے ہیں بلکہ انہیں قرض دینے والے سرکاری اداروں یا پرائیویٹ اشخاص کو سخت قید اور کروڑوں کے جرمانوں کی سزا مقرر کر رکھی ہے اس کے باوجود چند سرکاری افسران اپنے دفاتر میں ایسے اشخاص کو پروٹوکول دے رہے ہیں اور مبینہ طور پر ڈیرہ کی مختلف ٹی ایم ایز سے لاکھوں روپے غیر قانونی اشتہارات کی مد میں وصول کر چکا ہے مگر اینٹی کرپشن کو بارہا شکایات کے باوجود ملکی قوانین سے کھلواڑ پر کسی کو ذرا برابر پرواہ نہیں ہے۔ اعلامیے تو بار بار جاری کیے جا رہے ہیں مگر عمل درآمد نہیں کیا جا رہا۔ درحالیکہ محکمہ اطلاعات و تعلقات عامہ خیبر پختونخوا بھی اس مشتبہ شخص کو سیکورٹی رسک قرار دیا ہے اور صوبے کے تمام کمشنرز ڈپٹی کمشنرز اور ڈی پی اوز کو اس کے سرکاری تقریبات میں شرکت پر پابندی کی ہدایات جاری کر چکا ہے لیکن پولیس یا یا ضلعی انتظامیہ اس پر کارروائی کرتا نظر نہیں آ رہا ہے۔
